[MRC-132] Mars v2.1.0 on Osmosis

Summary
The objective of this proposal is to migrate the Mars Protocol Outpost on Osmosis from its current version to v2.1.0.

The v2.1.0 version to be deployed on Osmosis will contain the same enhancements outlined in this Neutron v2 proposal.

Additionally, the address provider is missing a configuration setting that allows the rewards distributor to be able to distribute rewards from its credit account.This will be updated, so that the rewards accrued to the credit manager on Osmosis outpost can successfully be distributed to the safety module and buy and burn

Risks
Mars v2.1.0 Osmosis release had software audits by Oak Security, but it still contains new and unproven smart contract code risks. To help minimize risk, all tokens approved for borrowing and lending would adhere to Mars’ Risk Framework.

Implementation
This is a signaling proposal, not an executable proposal.

The Mars smart contracts on the Osmosis chain are currently controlled by the Builder Multisig address. If this proposal passes, the builders will utilize their multisig to make the necessary parameter changes.
